Firearm Carry Act of 2021

House Bill 1927, enacted as the Firearm Carry Act of 2021, also known to many as Constitutional Carry, allows individuals who are 21 years of age or older and who can legally possess a firearm to carry a handgun without first obtaining a license. Full language regarding this legislation can be located at 87(R) HB 1927 – Enrolled version (texas.gov).

The Firearm Carry Act went into effect September 1, 2021.

House Bill 1927 (Permitless Carry) does not repeal the License to Carry a Handgun Program, established by Government Code, Chapter 411, Subchapter H.

The department is still required to process applications, conduct background checks, and produce a laminated license for those who qualify.

Benefits of a Texas Handgun License

*Texas Handgun License holders can carry firearms in states where Texas has a reciprocity agreement or state law recognizes the Texas Handgun license.

*License can be used as an alternative to the National Instant Criminal Background Check System (NICS) check to simplify firearm purchases.

*License still required to carry on university campuses; “Campus Carry” is unchanged.

*License holders have protections related to the accidental carrying of a firearm in the secured area of an airport.

Texas License to Carry (LTC) Information

Ready to apply for your Texas License to Carry? Follow these steps to complete the process efficiently.

How to Apply:

1️⃣ Visit Texas Handgun License Application and complete your LTC application. You can also print necessary forms, including the latest law book.
2️⃣ Register for fingerprinting through the Texas DPS website. You may complete this step before or after taking the LTC class.
3️⃣ Sign up for an LTC class by calling, texting, or selecting one of the available registration links.

Firearm Proficiency Exam

Range Qualification for Online LTC Participants

If you’ve completed the online Texas License to Carry (LTC) portion and need to fulfill the range qualification, this one-hour course will provide:
✔ Basic gun safety & fundamentals
✔ License to Carry Qualification shooting exam

🛑 Important:
✔ Pre-registration with payment is required—NO walk-ins allowed
✔ Arrive 15 minutes early to complete range waivers

Required Equipment for Shooting Qualification

To ensure a smooth and efficient qualification process, please review the following equipment requirements:

Mandatory Gear:

✔ The shooting proficiency test requires 50 rounds, but I recommend bringing an additional 50 rounds in case a re-test is needed.
✔ Eye & ear protection (loaners available if needed)
✔ Firearm of .22LR or higher with at least one magazine
🔹 One firearm per person—no sharing allowed

Firearm Rentals:

✔ Available for individuals 21 years or older
✔ Renters must be familiar with the safe use and operation of the firearm

Retired Law Enforcement Officers Safety Act (LEOSA)

Annual Firearm Proficiency Exam for Retired Law Enforcement Officers

Front Sight Firearms is proud to offer the annual 50-round firearm proficiency exam for retired law enforcement officers. If you need to obtain or renew your firearm qualification, we’ve got you covered!

Course of Fire:

Each retired officer will fire 50 rounds at an official B-27 target using the standard scoring method.
✔ Minimum passing score: 175 points out of 250
✔ One string of fire will incorporate a timed reload

Breakdown of Rounds Fired:
🔹 20 rounds at the 3-yard line
🔹 20 rounds at the 7-yard line
🔹 10 rounds at the 15-yard line

Cost:

💰 $50 per person
